What documents do I need to export goods from Kenya?

The core set, required for every consignment

Regardless of what you are shipping, expect to produce:

• A commercial invoice showing parties, terms, values and HS codes
• A packing list detailing contents, weights and dimensions
• A certificate of origin, which determines preferential duty treatment at destination
• A bill of lading for sea freight or an airway bill for air freight
• A customs export entry lodged through the Kenyan customs system
• An exporter code and valid tax registration

The product-specific layer, where delays originate

This is the layer that catches exporters out, because the requirements depend entirely on what is in the container and where it is going. Agricultural and plant products require a phytosanitary certificate. Animal products require veterinary health certification. Food, cosmetics and many manufactured goods require standards clearance. Some categories require a specific export permit from the relevant regulator.

The destination market adds its own requirements on top. An import permit, prior notification, or destination-country certification may be needed before goods arrive, and obtaining it after shipping is far harder than before.

Get the HS classification right first

Your HS code drives duty rates, whether preferential access applies, and which certificates are triggered. A wrong classification does not just cost money in duty, it can mean discovering at the border that you needed a certificate you never applied for.

Classification is worth confirming formally rather than assuming, particularly for processed or composite products where the correct heading is genuinely ambiguous.

Preferential access needs the right certificate of origin

A generic certificate of origin is not always sufficient. Preferential schemes have their own documentation, and claiming duty-free access under AGOA or a regional trade agreement requires the specific form for that scheme, supported by evidence that your goods meet its rules of origin.

Build the checklist before the first order

The practical fix is to establish the complete document set for your specific product and destination before you commit to a shipping date, not while the container is at the port. Every document has a lead time, and some require inspection appointments that cannot be arranged overnight.
